The  source point of our oppression as American Citizens, comes from THE TOP, a centralized US Government, VIA the FEDERALLY FUNDED AND FEDERALLY Appointed Agencies.
 
The EPA being one of the worst, with the interconnected ecological rules and regulations, the clean water act, the wetland project, wetland enforcement by the Army Corp of engineers.Then lets mix in the FEDERAL wetland plants and Federal Fish and Wildlife, the FEDERAL Dept of the interior, and it's hierarchy, FEDERAL Wild Olympics, Wild and Scenic Rivers, birds,fish and mammals, the endangered, threatened and sensitive species, and for the habitat protection of all of the above.
 
And let us NEVER Forget the GIANT Special Interest Groups, the non-profits that are running "WILD" in the USA.
 
It doesn't stop there, now we are all protected? under the huge FEDERAL umbrella of Spatial Data EPA, fish and wildlife, wetland, wetland plants.
 
The EPA has every drop of US water on it's radar. The states own the water? But the EPA is the one that set up the data base?
Our Watershed Name: Dungeness-Elwha USGS Cataloging Unit: 17110020. The Boldt decision tribal taking of instream flow?
 
This interconnected trickle down absolute FEDERAL control and regulation continues down to WA State DOE, Health Dept.with the state creating even more restrictive regulations/rules,  WAC, State Environmental Policy Act Rule (SEPA) WAC.
 
Enter the Clallam County SMP Update,  As Judge Johnson put it, local envolvement is a benign gesture of the state, the SMP is the sole product of Ecology.  With everone wanting to contribute something, our county advised us that the setbacks may be larger due to the critical areas.
 
If you connect the dots? It would show the Federal Appointed Agencies rules and regulations repeated, overlapping, interconnected to and repeated at State and County level, continuely overlapping and repeating  and adding more control and restrictions at every level of government. 
 
AND, it would show how the exponential increase of FEDERALLY APPOINTED POWER and Control has trickled down to  "We The People"
 
All American Citizens and the US economy are enmeshed and blanketed with the oppression of these FEDERALLY FUNDED Appointed Federal Agencies.
 
Now that we have identified the PROBLEM, What is the solution? According to two congressional candidates? Cut their Funding?
 
REALLY?

In July of 2012 the New York Times called me for a survey.

 

It seemed like a really stupid question at the time.

Now we have the EPA monitoring every drop of water in the United States by zip code.

And, we have the Dungeness Water Rule restricting ALL use of water, indoor, outdoor and $$$ mitigation?

 

And we have the DOE passage Chapter 197-11 WAC, State Environmental Policy Act Rule (SEPA)

Of course I own plants, I have a yard and a garden and house plants.

HOW OFTEN DO YOU WATER YOUR PLANTS? EVERY THREE DAYS? ONCE A WEEK? OR EVERY 10 DAYS OR MORE?

That is the most stupid question I have ever been asked on a survey.

(I repeated) That is the most stupid question I have ever been asked on a survey. I water my plants when they need to be watered.

NONE OF THE ABOVE.

She said the results of the survey would be published. There is no mention of PLANT Watering in the online published results of the survey.

The Washington State Department of Ecology has adopted the following rule:
 Chapter 197-11 WAC, State Environmental Policy Act Rule (SEPA)
 
 (4) Water rights. Appropriations of one cubic foot per second
 or less of surface water, or of 2,250 gallons per minute or less of
 groundwater, for any purpose. The exemption covering not only the
 permit to appropriate water, but also any hydraulics permit,
 shoreline permit or building permit required for a normal diversion
 [ 6 ] OTS-5089.4
 or intake structure, well and pumphouse reasonably necessary to
 accomplish the exempted appropriation, and including any activities
 relating to construction of a distribution system solely for any
 exempted appropriation.
